The transparency, auditability and immutability of blockchains and other distributed ledgers is often said to be a boon to regulatory oversight and compliance. But the use of cryptocurrencies on the dark web, and of ICOs to raise large amounts of money quickly without securities registration, suggest this technology may also make the jobs of regulators and law enforcement more difficult.
